The National Immigration Administration of China (NIA) recently announced a significant development in its services for foreigners residing in the country.
During a press conference held in Beijing on September 15, the NIA unveiled the new version of the Foreign Permanent Resident ID Card of the People’s Republic of China, set to be officially issued and put into use from December 1, 2023.
This revamped ID card is poised to improve the experiences of foreign permanent residents in China, offering enhanced features and functionalities while ensuring compliance with the country’s high standards of opening up and information technology application in foreigners’ management and services.
The Foreign Permanent Resident ID Card, which serves as a legal identity document, is issued to qualified foreigners whose permanent residence applications have been approved by the Chinese government.
It can be used as a standalone personal identification document and provides convenience in various everyday situations, such as accommodation registration and purchasing transportation tickets; holders will no longer need to present their passports in these situations.

- Optimized the card’s layout and integrates advanced anti-counterfeiting technology.
- Upgrades the information storage and application management service access.
Once the new card is officially in use, it will enable holders to handle personal matters – such as transportation, consumption, and finance – through an online service platform that aims to enhance the daily lives of foreigners living, working, and studying in China.

Renewal & Replacement
Holders of the current version of the Foreign Permanent Resident ID Card should note that their cards remain valid until their expiration date.
With that said, a card holder can always apply for a new ID card according to their individual needs.
Regarding renewals and replacements, the Ministry of Public Security has clarified that foreigners holding a permanent resident permit should apply for renewal within one month before the expiration of the certificate.
If the content of the certificate changes, they should apply for renewal within one month after the change.
In cases where the certificate is damaged or lost, timely renewal or replacement is advised.
